[1] Silwan is a Palestinian neighborhood located on the outskirts of the Old City of Jerusalem and is considered a hot spot in the Israeli-Palestinian conflict because of its location. In 1991, a movement was established to promote Jewish settlement in Silwan, which has since caused ongoing clashes between settlers and Palestinian residents. Palestinians in Silwan also see any attempt by the Israeli municipality to confiscate land for city projects or public utility as a land grab with which to promote Jewish settlement in the area.
